This is the British OAV smock, an excellent waterproof garment. Made for wet environments with its self wicking MVP material, it is designed to be worn as the outer most layer, water and windproofing the clothes and user below.

As for the camouflage pattern, it is of course British MTP or "Multi Terrain Pattern" camouflage, which takes the pattern design from the old British DPM camouflage and blends it with the colours and hues of the American "Multicam" camouflage for one fantastically effective lovechild.
